Cultural Conventions specification standard
Builds on POSIX ISO/IEC 9945-2:
- locales - character classification, sorting, time and date etc
- charmaps - character set definitions
- repertoiremaps (new)
Adds a number of features
- reorder-after, reorder-script
- better currency formatting
- aliasing of weights
- transliteration
defines default locale for all of 10646 repertoire
